All communal riots taking place in non-BJP ruled States are called secular riots and local agencies can investigate.If it is BJP State then it is a communal riot of the worst kind with automatic conclusion drawn that the State law and order machinery will victimize the minority community by shooting them and allow the majority a free hand.Hence there must be a CBI Inquiry with a Judicial probe as well. This is the base argument in the NAC inspired Communal Violence Bill. But what is the "Secular" Congress Govt in Rajasthan to do now with higher "proportionate" (a British legacy of punishing rioters in ratio of their population not number of miscreants involved) deaths of the minority community in their police firing?
