RUSH: New York City. You will no longer get arrested for public boozing or urinating in public in Manhattan anymore. It's called "defining deviance down." It's called blowing up the "broken windows" scheme, which is an unfortunate thing. This is basically saying, "You know what? If people want to trash our city, we're not gonna stop 'em."
