I was rereading your HAARP & over-powered Cell-phone Towers article, and it occurred to me that the cell-phone tower 'array' seemed to be like an "active electronically scanned array" (AESA) radar. In this type of radar, the combined 'beam' is steered by computers through timing of the emissions of each module. The entire cell-phone tower array could be easily seen as an Earth-wide (or US wide), tremendously-powerful AESA radar. If you search the literature, there are a tremendous amount of things that you can do with an AESA radar...
In addition, there is a reverse side to this. Various EW experts have noticed that not only can you emit various waveforms to confuse/shut-down enemy radars, but the reverse is true. Signals can be 'injected' into your own radar to accomplish various mischief.
So, the cell-phone tower 'array' could also (knowingly or unknowingly) be a Receiver as well as a Transmitter...
