In the Soviet Union the hours after midnight were preferred, typically an hour or two before dawn.
That is when people are at their most vulnerable. Also the neighbours often did not see the victims being hauled away on their one way trip to the Gulag or immediate deaths at the Cheka/NKVD/KGB headquarters or local branch office.
