LBJ, while still an aide to U.S. Congressman Richard Kleberg of Corpus Christi, discovered that German and Polish entry quotas into Cuba, Mexico, and South America went largely unused, and that he could bring refugees from Europe into those countries. After a period of time, those refugees could then obtain entrance visas into the U.S. and apply for residency.
