Maybe DPD cannot confirm the identity of the suspect but the VIN & the license plate are going to come back to someone. AND if the van comes back registered to the DPD as someone suggested then it is entirely possible there was a "drill" and a psyop from DHS or FBI or ATF preparatory to Jade Helm 15.
