Presidential hopeful Sen. Rand Paul, R-Ky., said he is going to filibuster the Patriot Act renewal, but the Senate is not currently considering this bill. Senators are currently considering the "fast-track" trade authority bill. NBC News' Frank Thorp says this means Paul's "filibuster" is actually an extended speech and will not delay the consideration of any legislation. However, he could speak until through the evening, but once a vote is called for the trade bill, he will need to stop.
