A total of 21 coastal barangays in Iloilo City were advised to prepare for possible storm surges and giant waves to be brought by Typhoon Yolanda (International name: Haiyan), which is expected to affect central Philippines. Residents of 14 city barangays along the rivers and tributaries that are prone to flooding were also advised to seek higher grounds as a pre-emptive measure. Mayor Jed Patrick Mabilog said Yolanda, which packs winds of 215 kilometers per hour (kph) and gustiness of up to 250 kph as of 1 p.m. Thursday, is expected to pass the Visayas islands, including the northern part of Panay, on Friday noon, November 8. With this, Mabilog likewise ordered no classes in all levels on Friday, and City Hall employees were advised to go home at 3 p.m. Thursday. Work on Friday has also been suspended. Only members of the City Disaster Risk Reduction and Management Council were enjoined to report at the command post at City Hall. Mabilog asked the barangay captains to prepare their residents in coastal barangays of Bitoon in Jaro district; Hinactacan, Banuyao and Ingore in La Paz district; Loboc and Barrio Obrero in Lapuz district; Gen. Hughes, Ortiz, Ma. Clara, Rizal Ibarra, Palapala 1, Palapala 2, and Rizal Estazuela in the city proper; North Baluarte, South Baluarte, Boulevard, San Juan, Calumpang and Calaparan in Molo district; and Sto. Norte and Sto. Nino Sur in Arevalo district.

Residents of barangays along the rivers and tributaries prone to flooding were also advised to take precautions. Among the villages warned are Ungca, Sambag, San Isidro, Tabuc Suba, Dungon B, Dungon A. Calubihan and Desamparados in Jaro district; Bakhaw and Bolilao in Madurriao district; Magsaysay Village in La Paz district; and Calajunan, Sooc, and Navais in Mandurriao district. Mabilog allayed fears of residents by assuring that the CDRRMC and the City Government are on top of disaster preparedness. He said the council members were mobilized to report 24 hours on Friday and Saturday for immediate information on disaster and effects of the typhoon. He said the City Social Welfare Office is ready with food packs, while the City Health Office has all the medicines. Other agencies are also prepared, he added. Mabilog also assured that evacuation centers were mobilized in all covered gymnasiums, barangay gyms and barangay halls, public schools and the University of Iloilo ground floor for displaced residents. The Philippine Coast Guard also reported that fast crafts and ferry boats plying Guimaras and Bacolod City were already alerted to stop operation early Thursday afternoon until Saturday morning. Typhoon Yolanda is expected to be out of the Philippine Area of Responsibility by Sunday morning.
